The best way to get a car in Kiel would be to make a reservation with AVIS and walk the way to their location which is about 10-15 minutes away from the cruise terminal Ostseekai.
It's in the Port of Kiel building with the red roof. You cannot miss it.
Next to the Central Station (about 20-25 minutes walk) on the left side:
In the station building itself there is an outlet of Sixt. They told me that they would deliver.
Another option for customers of Europcar/National/Alamo is about 35-40 minutes away. But they confirmed on phone request that for the return you can drive to their station and they drive you around to the cruise terminal and for pick-up you should call them once you are leaving the ship and they will pick you up or come by with two drivers to deliver your car. That varies according to manpower.
Europcar is if you are on the road between Central Station and Shopping Mall Sophienhof.
You make a right turn after the station.
and then a left turn at the Shell gas station.
The good thing is: as Europcar offer a very extended opening times (some pick-up time frames only against extra payment) you can get your car also very early and do not loose time until they open. That's available for all days of the week.
I spoke also with Hertz but they refuse to deliver or to collect the car at cruise terminal and ask you to arrange a taxi ride on your own expenses.
